Programme management is not simply the management of big and/or complex projects. Neither is it just the co-ordination of many linked projects.
Actually, there are two types of programme: |

Vision-led programmes that are driven by either strategic business benefits or a need to derive specific outcomes. These are true ‘programmes’ in that there is a clear vision as to what needs to be achieved, but the mechanisms for delivering the changes may be unclear at the outset – ie, the OUTCOMES are well defined, but the OUTPUTS to achieve them are not fully identified. Often programmes define early projects that will challenge, investigate and evaluate technical options before identifying the final set of implementation projects.
